Publication Register

Every allocated identifier with its state. Identifiers are issued once and never reissued.

This register mirrors identifier allocations. It allocates nothing. The authority for allocation is the Program identifier register, which is not public; where the two disagree, the identifier register governs.

The rules that make an identifier citable

  1. An identifier is issued once and never reissued, including after retraction or merge.
  2. A retired identifier resolves to a tombstone page naming its successors. It never 404s.
  3. A document may not be renumbered after it reaches published.
  4. Splitting a document issues new identifiers for the parts and retires the original. The original is never assigned to either part.
  5. Merging retires all but one identifier; the survivor is stated explicitly.
  6. Registered means the identifier is allocated and its title is fixed. It does not mean a draft exists.

Two entries have no identifier, deliberately

NEO-AI-TN-004 Provenance at Ingestion and NEO-AI-TN-005 Efficiency Claims Do Not Multiply are drafted and carry no allocated identifier. Publication requires a register act that has not been made. They are named here because withholding the fact that they exist would be the same defect as publishing them early — and for the avoidance of doubt, /id/NEO-AI-TN-004 and /id/NEO-AI-TN-005 do not resolve, because there is nothing to resolve to.
